In a 1999 study using a sample of 4,526 police reports on public roads in four urban areas showed that 22% of these crashes were caused by the driver running a traffic control device. (Synthesis and Evaluation of Red-Light Running Automated Enforcement Programs ion the United States. FHWA-IF-00-004, September 1999). The study also showed that motorists are more likely to be injured in crashes involving red light running than in other types of crashes. 45% of red-light running crashes cause injuries, compared to 30% for other types of crashes.
With speeding and red-light running estimated at causing more than 180,000 crashes every year, resulting in approximately 1,000 deaths and 90,000 injuries a year; a recent study conducted by the Insurance Institute for Highway Safety, (Feb 2008) reported that while red light cameras reduce front-into-side collisions and overall injury crashes, they can increase rear-end crashes. Because the types of crashes prevented by red light cameras tend to be more severe than rear-end crashes, research has shown there is a positive aggregate benefit.
Public safety is a major concern for most communities – especially as populations grow while budgets are cut. One way to help make streets safer while reducing workload is a well-run photo red light or speed enforcement program. The objective of photo enforcement is to deter violators, not to catch them. Signs and publicity campaigns typically warn drivers that photo enforcement is in use. Revenue is generated from fines paid by drivers who continue to run red lights, but this is a fundamental component of all traffic enforcement programs.
Photo enforcement solutions can reduce collisions while generating needed revenue through violator fines and fees. More than 300 jurisdictions in the U.S. now operate speed or red light programs. Studies show that red light cameras can deter unsafe driving and reduce violations by up to 50 percent.
